Mr. Scholfield graduated with Ba.Sc. Mech. Eng. From the University of Toronto in 1958 and joined GE Canada’s newly formed commercial nuclear business in Peterborough. Thereafter followed a 28 year career dedicated to pioneering the design and manufacture of Candu reactor fuel and reactor components at both Westinghouse and GE Canada. In 1986 he was made VP Power Systems at GE with responsibility for all of GE’s Canadian Power System businesses, working out of offices in Toronto, Montreal and Peterborough. Mr. Scholfield oversaw the successful globalization of several of these businesses and spent significant time in Asia, South America and Europe during this period. In 1995 he took early retirement from the position of Exec. VP – GE Canada to become Chair of the National Electricity Round Table in Ottawa – a national “think tank” addressing Canadian power issues (1995 – 2000) and to focus on mentoring and governance contributions in both ‘FP’ and ‘NFP’ sectors.
Focus on community has been an on-going passion (especially economic development), and Mr. Scholfield has participated in, and led many organizations over his years in Peterborough, most notable being GPEC for 17 yrs., the GPA 2020 Community Visioning Project, GPAEDC, Fleming College Board, United Way Campaign, DNA Cluster Project, and most recently the successful Sports and Wellness Centre Project.
Mr. Scholfield, a 1992 Governor General’s Award recipient, has also received the highest “Awards of Distinction” from both the Canadian Nuclear and Electrical Associations and in 2005 was officially designated a Canadian Nuclear Pioneer. His contributions to community were recognized in 2006 as he was awarded “The Key to the City” by Peterborough City Council and a Paul Harris Fellowship from Rotary International, both distinguished honours.
Paul and his wife Ina now reside on Georgian Bay near Parry Sound where they can more conveniently pursue development of their remote cottage properties as well as new personal and community interests. Born in Nothern Ontario @ the Town of Iroquois Falls. Received a Honours Bachelor of Business Administration Degree from Wilfrid Laurier University 1977.
My first job was with a National Public Accounting firm ( Campbell Sharp, Pannell, Kerr, Forester) for six years in Toronto. I started as a junior auditor and advanced to an audit team supervisor. In this capacity I did a fair amount of Corporate taxation work, special audit investigations including business aquisitions and mergers. In 1983 I joined Square D Canada , the electrical manufacturing company and started their first internal audit department. Square D Canada was a $100M Corporation owned by Square D Company with world wide operations exceeding $1B of revenue. At the Canadian subsidiary I rose to the position of Manager of Treasurey responsible to co-ordinate the payroll , accounts receivable depts, pension plans , banking foreign exchange hedging programs , accounting system development . This operation was a victim of the Free Trade Agreement, a world wide take over by a French Conglomerate and I co-ordinated the closure of five plants. In 1994 I changed my career again, accepting my first position as a Municipal Chief Administrative Officer ( CAO) with the Township of Black River Matheson (BRM) in the District of Cochrane. This was a very interesting community, it had a small population of 2796 spread over 6 geographic Townships and 5 unique Towns. It had one of the most complex tax rate structures in Ontario with over 50 tax rate possibilitites due to special area rating. One of my most interesting experiences at BRM was restructuring the municipality which expanded the land base to over 13 geographic municipalitites ( 78 miles from the east to west municipal boundaries) . From BRM I joined the Town of Innisfil as their CAO for two years , in this time I was involved in turning back the City of Barrie's attempt to annex parts of Innisfil, played a role in the opening of Georgian Downs and negotiated a water supply agreement with Bradford West Gwillimbury. In 2003 I saw an advertisment for a CAO at the Municipality of McDougall in the District of Parry Sound. This represented an opportunity to move back into Northern Ontario and I am enjoying a Great Place to Live with some great people to work with.
